Ahead of the Council of Ministers’ meeting, the Secretariat of the Energy Community has released its Annual Implementation Report. The report, assessing performance up to the end of October 2023, evaluates the adoption of Energy Community regulations by member countries.
In this year’s report, Serbia stands out with an average score of 63, marking the highest achievement, followed closely by Montenegro and Ukraine.
As highlighted by the Energy Community, Serbia has made significant strides with its revised Energy Law. This law lays the groundwork for a harmonized separation of electricity and gas transmission system operators. Furthermore, Serbia has been a leading force in decarbonization efforts during the reporting period.
The report also notes the remarkable progress made by Ukraine and Moldova under challenging circumstances. These countries have shown impressive advancements in their electric and gas market reforms.
The assessment included Albania, Bosnia and Herzegovina, Georgia, and North Macedonia, covering five key areas: market, decarbonization, energy security, environmental improvement, and government performance.
