We are Developing A New City Portal

Within the Exchange 3 programme, the City of Vranje is one of the first local governments in southern Serbia to implement e-Government with the support of the SCTM

The project “E – – reaching standards of an information society”, was implemented together with the Greek municipality of Trikala, Greece’s first digital city. The additional value of this project, aside from suitable hardware and software purchases, was a study visit to Trikala, where employees of the Vranje City Administration could directly see the functioning of an e-Government system through the unique mentoring in Trikala municipality says for CorD Dr Slobodan Milenković, Mayor Of Vranje.

Hardware strengthening of the City Administration within this project included: three servers purchased, one central and five Hotspot clients set in the city core, with the aim of providing free internet access to our citizens.

In order to have better access to the City Administration’s online services, we procured and installed 15 internet kiosks, arranged in easily accessible and popular areas of the City of Vranje, while 13 of them were installed in surrounding rural areas.

Regarding the software upgrading, DMS (Document Management System) was developed within the project, with a phased implementation plan.

The implemented project was one of the main preconditions for further strengthening the IT capacities of the City Administration.

Considering that the e-Government project was implemented within ‘Exchange 3’ and with the support of the Standing Conference of Towns and Municipalities (SCTM), during the meetings in which Vranje participated the aforementioned association presented the results of the entire programme, with a special reference to good examples.

It is important to mention that the SCTM provided complete professional and methodological support to the City of Vranje during the implementation of this project, according to Exchange programme requirements.

The SCTM, as a national association of local governments, constantly promotes the importance of cooperation among local governments on the implementation of capital projects and exercising local governments rights. Reaching the standards of an information society is a development goal of the Serbian Government and achieving that goal also implies the full involvement and cooperation of local government units.

E-services available to our citizens and the city’s economy are: ‘My Tax’, ‘The Virtual Register’, ‘Report Corruption’, ‘WEB GIS’, ‘Safe Vranje’, ‘Ask a Question’, ‘City Ombudsman’ and ‘Communal Problem’

E-services available to our citizens and the city’s economy are: ‘My Tax’, ‘The Virtual Register’, ‘Report Corruption’, ‘WEB GIS’, ‘Safe Vranje’, ‘Ask a Question’, ‘City Ombudsman’ and ‘Communal Problem’. We are currently working on developing a new portal of the City of Vranje, which will follow the latest technological trends.

The project GIS Vranje – in the function of sustainable development, was co-financed and implemented by the City of Vranje in cooperation with European PROGRES, with funds from the European Union, the Swiss Government and the Government of the Republic of Serbia. The project was carried out in 2015-2016, with the primary aim of developing technologies intended for managing geospatial data, in the official use of the City Administration. GIS Vranje is an interactive portal about planning and effective use of the area of the City of Vranje.

The new GIS platform is extremely important for the City Administration’s functioning since all of the spatial data render its work transparent with the various information it includes, as well as perspective planned layers:

– Service zones, the location of important objects
– including information on the cultural heritage of the City of Vranje with important objects;
– Managing the city’s property with building land assessment; – Existing infrastructure;
– Plans in the process of elaboration;
– Valid planning documentation;

It is possible to expand the existing data model through integration with other similar databases.

The implementation of GIS is going in the right direction and entirely follows the INSPIRE directive, issued by the EU, according to which our information structure is defined.
