At the constituent session of the NALED e-Government Alliance, which brings together IT experts, financial and trade departments from 34 companies and local governments, the annual work report was adopted and a new chairmanship was appointed with Milan Simić (Telekom Srbija), Nataša Sekulić (IBM) and Aleksandar Blagojević (Societe Generale). It was said that the establishment of the e-Government Office at Prime Minister Ana Brnabić’s Cabinet is in line with NALED’s recommendation for centralization of this function, and is a step forward to the faster introduction of electronic services.

 “In addition to saving money and time, e-government introduces transparency in the work of the state administration and reduces the scope for corruption”, said newly elected President of the e-Government Alliance Nataša Sekulić.

It was noted at the session that in just one year since its establishment, the Alliance has successfully established e-government reform as a priority of the Serbian Government. Specific and constructive proposals and draft legislation have been prepared and adopted by the ministries. With the support of IBM’s experts, a strategic framework for the development of e-Government in Serbia has been prepared, with the joint efforts of more than 100 experts from state institutions, business, the international community and other organizations.

In cooperation with the Ministry of State Administration, the Alliance has coordinated the preparation of a government action plan for the development of e-Government with seven priority measures. A major contribution was given to the adoption of an amendment to the Regulation on Electronic Office Operation, which has been in force since April 2017. This amendment eliminates the obligation for state and local authorities to print and archive any document received electronically.

As a member of the working group, NALED is involved in the drafting of the Law on e-Government, and with the National Bank, the provisions of the Law on the Protection of Consumers of Remote Financial Services have been harmonized, which will popularize digital banking.
