Croatia and Montenegro have emerged as the top countries in Europe for tourists per capita, with Dubrovnik ranking as the most visited city in this category.
According to a report by “Holidu,” Dubrovnik leads with 27 visitors per resident, followed by Rhodes with 26, and Venice with 21.
Despite its reputation for overtourism, Barcelona only ranks 20th, while Paris is 12th and Berlin 33rd. In terms of overall tourist numbers for 2023, Croatia recorded 16.9 million visitors, significantly fewer than France’s 100 million and Spain’s 85.2 million.
However, Croatia leads in tourists per capita, with 4.3, followed closely by Montenegro with 4.
